Symptoms
Customer implemented SSEP AES 256 in Siebel 8.1.1.8, however after resetting enterprise Password parameter the encrypted value for this parameter did not change in siebns.dat and also Siebel server could be restarted without following the required steps from 'Changing the Siebel Administrator Password on UNIX' https://docs.oracle.com/cd/E14004_01/books/Secur/Secur_ChangePwd5.html#wp1003307
