IP2016 - Developer Web Client - Handshake Failure

On : 16.0 [IP2016] version, Installation

Handshake failure status seen for Developer Web Client

There should not be any Handshake failure error for Servers under Administration - Siebel Management > Enterprise

- Install Siebel Enterprise,
- Patch Siebel Enterprise from to,
- Start the Siebel Enterprise so it is successfully started,
- Install Siebel Developer Web Client on the Siebel Gateway Server,
- Patch Siebel Developer Web Client from to on the Siebel Gateway Server,
- From the Start Menu > Execute the Siebel application shortcut,
- Login in as SADMIN and Connect to: Server,
- Once logged in; Navigate to Site Map > Administration - Siebel Management > Enterprise,
- Note how Siebel Enterprise Servers show "Handshake failure" as the status of all Siebel Servers.

ServerMgr log files contain the following error message:

SBL-SCL-00131: Either the RC2 or the AES cryptography engine is not initialized
