Sync Rowset Errors When Update Constrained Picklist Field (Doc ID 2172960.1)

Symptoms

while trying to Update a Constrained picklist and the Constrain Field using
syncrowset but it erros with below error
[1] Error invoking service 'Context Service', method 'SyncRowSetData' at step
'Sync Row Set'.(SBL-BPR-00162)
[2] The value entered in field <?> of buscomp <?> does not match any value in
the bounded pick list <?>.(SBL-DAT-00225)

REPRO_STEPS
===========
1. Added a new field to test the Constrain
2. make an LOV field constrained by Feild created in Step1
3.Created a Signal to call new PSP workflow
4. In Workflow updating both the Constrain Field and Picklist Field.
