Siebel Tools Edit Web Layout Is Not Working After IP16 Upgrade (Doc ID 2176405.1)

Symptoms

Siebel Tools Edit Web layout is not working after IP16 upgrade from 15.0.0.9 with the below error

"The type of user agent is not defined or user agent is not initialized.(SBL-UIF-00391)"



STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1.Open Siebel Tools.
2. Select Applets as Object.
3. Right click and do the "Edit Web Layout"
