ADM srvr Command Execution Error while Simulating Workflow through Siebel Tools (Doc ID 2176892.1)

Siebel Workflow - Version 15.9 [IP2015] and later

On : 15.9 [IP2015] version, ADM - App. Deployment Manager

When attempting to run the workflow (Workflow is having one of the step as a Custom BS which executes the command to invoke ADM)
the following error occurs.

SBL-ADM-02049: There is no connected server targeted for that command.
SBL-SCL-00132: Specified encryption key length is not supported

The issue can be reproduced at will with the following steps:
1)Attached required Business Service and Workflow to the BUG
2)Import the Business Service and Workflow into Siebel Tools
3)Compile the Business Service
4)Set the Debug setting in Siebel Tools for Simulating the workflow
5)Select and edit the workflow
6)Change the Input Arguments for the Business Service in the workflow as per
Testing Environment
7)Simulate the workflow and check the error

The issue has the following business impact:
Due to this issue, users cannot able to complete the ADM task
