Get errors when trying to do a check out in Tools  

Performed a check out of an applet and received two errors:

Also noticing that:
- Under View > Options > language Settings there are no languages to choose from.  
- Under Screens > System Administration - there is nothing there.  
- When attempting to add an object to archive, nothing shows in the Export to Archive file.

ERROR

"No records exist for the current query (SBL-DAT-00468)"
"Unable to create SIF file due to incorrect configuration in repository. No records exist for the current query (SBL-DAT-00468)"



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in the Siebel tools
2. Do a check out
3. The above errors occur
