Refresh BC In Async Call (Doc ID 2179024.1)

Symptoms

On : 15.6 [IP2015] version, Siebel Workflow

From attachment applet, deleting existing attachment and recreating new one and customer should see this newly created attachment after async call, it was suggested to user to wait 1 min of time.

ACTUAL BEHAVIOR
---------------
attachment BC are not getting refreshed

EXPECTED BEHAVIOR
-----------------------
SIS OM PMT Service business service to refresh attachment BC

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. create a wf using BS step
2. Use SIS OM PMT Service business service at BS step
3. Provide BS Argument attachment BC

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot run workflow as per expected result
