ACTUAL BEHAVIOR

Toolbar icons are not visible after upgrading from IP2013 to IP2016

EXPECTED BEHAVIOR

Toolbar icons should be visible even after upgrading from IP2013 to IP2016

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open IP2016 Application.
2. In the home screen Tools bars are not visible.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, a few critical functionality like User Preferences, Siebel Version etc cannot be viewed.
