Siebel CTI Event Handler not Validating All FilterSpec Conditions and Invoking Wrong EventResponse (Doc ID 2187065.1)

Symptoms

On : 8.1.1.14.9 [IP2014] version, CTI

ACTUAL BEHAVIOR
---------------
Siebel CTI invoking the wrong EventResponse during inbound calls based on Event Handler FilterSpec.

EXPECTED BEHAVIOR
-----------------------
Siebel CTI should invoke the actual EventResponse defined during inbound calls.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Define two FilterSpec in Event Hander and check wither both the Conditions are validated.

Eg - If two FilterSpec defined in def file as below, then only first condition is validated second condition is not validated.

FilterSpec = "[PASSCHECK] <> 'FALSE' AND [PASSCHECK] <> 'TRUE'"
FilterSpec = "[xfer] = '0' AND [CLIENTTYPE] = 'ABN'"
