Alarm Not Working In Siebel

Customer has a requirement, when alarm flag is set for any activity, the assigned owner of that activity should get a pop up for alarm. Users have tested the same - on setting the alarm flag - getting pop up only when user logs out and logs in again. It didn't pop up when user is in another session. Eg: Say we have two sessions opened in different computer, let the login user name be TEST. In one session in one computer i am setting the alarm flag for an activity. In that case i am getting the pop up in the same machine where i have set the alarm flag but in the other machine on which Siebel is opened using the same login TEST - the Pop up for alarm did not trigger.
