Blank follow on order gets created on modifying promotion Order lineitem

1. Create an order with residential account
2. add a promotion
3. Submit the order
4. Select the Promotion child line item click modify, followon order gets created normally
5, instead select the promotion root line item and click modify. followon order gets created but nothing is displayed in UI, Visibility goes away.
