When attempting to delete records in Siebel Tools with workspace enabled, the following error occurs:

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enable Workspaces
2. Create Workspace
3. Edit Web Layout for Applet; add new List Column to the layout
4. Deliver the Workspace
5. Create new Workspace
6. Try to delete from the layout the List Column added in the first Workspace:
    Error "Deletion is not allowed on this record, as it is not created in the current version. Please inactivate the record and proceed further.(SBL-DAT-60298)" will appear.
