List of Employees Linked to Activity Is not Properly Generated in IP16 when Owner Changes

List of employees linked to an activity is not properly generated.
When an activity is created, the employee selected as "Primary Owned By" is automatically added to the list of employees linked to the activity (via the table S_ACT_EMP).
If you then select another "Primary Owned By", the selected employee is also automatically added to the list of employees linked to the activity (via the table S_ACT_EMP).
The problem is that the employee that was previously defined as "Primary Owned By" is not deleted from the list of employees linked to the activity (via the table S_ACT_EMP). Thus, the result of this action is that the activity is linked to both employees.
This behavior is different from earlier versions of Siebel (IP15).
1. Create an Activity.
2. Assign the Activity to Employee "A" as "Primary Owned By".
3. Save the Activity.
4. Select Employee "B" as "Primary Owned By" for the same Activity.
5. Checking S_ACT_EMP table, both Employees will be present in this table.
