Failure to connect to external Database via VBC (Doc ID 2191980.1)

Siebel OM was connecting to DB2 database. However specific search functionality needed to connect to external Oracle database via VBC.

VBC Search functionality was failing with connectivity errors below:

DBCLog DBCLogDetail 4 0000031657af007a:0 2016-08-14 07:06:05 OCI Session pool is disabled

ObjMgrLog Error 1 0000031657af007a:0 2016-08-14 07:06:06 (oracon.cpp (3813)) SBL-DBC-00107: An Oracle database error has occurred.

Other Siebel servers using exact same Siebel configuration and same userID connecting to same database work fine.

The issue was happening only one of the Siebel server machine.
