Flattenworkspace fails if There is No Child Workspaces Only MAIN/0 (Doc ID 2192128.1)

Symptoms

The FlattenWorkspace is erroring with the following errors:  
 
c:\tools\bin\ siebdev /c tools.cfg  /u SADMIN /p <SADMIN_PWD> /d ServerDataSrc /FlattenWorkspace

siebdev.log file has following erros:

 


 

Changes

 Just enabled workspace but no child workspaces were created
