Migrating Email Template Having HTML Template Items Via ADM is giving below error.

format template item cannot be expanded into a text format template message

REPRO_STEPS

1)Login to Siebel Financial Services application
2)Go to Sitemap-->Administration-->Communications-->All Templates
3)Create new Template (Example: Name=Testing)
4)In detail applet, select 'HTML Template' field as 'True'
5)Go to 'template items' detail view
6)Add html file type attachment
7)In Template Item detail applet, set 'Message Body' field as 'True'
8)Add one more html file type attachment and set 'Message Body' field as
'True'
7)Go to Sitemap-->Application Deployment Manager-->Deployment Projects
8)Create new Record
Example:
Name = TestTemplate
Export to File = True
9)In Project Items List applet, create new record with below properties
Data Type Name: ADM Comm Package
Deployment Mode: Synchronize
Deployment Filter: [Comm Package.Name] = 'Testing'
10)From Deployment Projects List applet, click on 'Enable' button
11)Go to Deployment Sessions view-->create new record and select Project Name
as 'TestTemplate'
12)Click on Refresh button and then click on 'Deploy' button and Export the
file into TEMP folder (local folder)
13)Go to Sitemap-->Administration-->Communications-->All Templates-->Select
'Testing' Template and rename the template name
14)Go to Sitemap-->Application Deployment Manager-->Deployment Sessions
15)From Deployment Sessions list applet menu-->select 'Deploy from local
File' option and try to Import the exported file.
Note: Observed the below error

If we add few html file type attachments to the Template, then we are getting
this error two times.If we try to import the same file again at third time,
then Import is getting successful and not facing any error.
Tested the scenario on 8.1.1.14.18, 15.13 and 16.5 and see the same behavior
