Server Busy Error encountered for Siebel IP2015 with 32-bit Apache Web Server 2.2 configuration

Symptoms

On : 15.6 [IP2015] version, System Admin

When attempting to access Siebel application with 15.6 on Linux running Apache Web Server, the URL is not accessible and the following error occurs.

ERROR
-----------------------
"The server you are accessing is either busy or experiencing difficulties. Please close the web browser, start a new one and try login in again. For further support, please copy and send the full message text to your system administrator"

STEPS
-----------------------
The issue can be reproduced ONLY in customer environment at will with the following steps:
1. Setup fresh installation of Siebel server on Linux OS for 15.6 version
2. Install Apache Web Server and make sure SWSE logical profile is applied.
3. Try to access Siebel URL and check to see if it is accessible.

Due to this issue, users cannot access Siebel URL post install and this was causing a setback.
