PUB Case Serialization Service issues with Table S_CASE_SEQ_CTR

On :  15.7 [IP2015] version, Client Functionality

When generating the next number using GetSerialNumber, the result is negative when there are 13 digits (1,000,000,000,123).  

The number serialization should not return a negative value.

The issue can be reproduced at will with the following steps:
1. Configure the custom view "Counter Administration"  ( Table is S_CASE_SEQ_CTR and extended Number column with Length 22, Precision 14 and scale 0 ).
2. Generate a counter number with 13 digits (1,000,000,000,123).
3. Configure the method GetSerialNumber in PUB Case Serialization Service to generate the next number.
4. Launch the Public Sector application.
5. Go to Counter Administration.
6. Add 13 digits for the Serialization.

Result: The first result is correct, then the next number always returns a negative value.

The issue has the following business impact:
Due to this issue, users cannot use the Serialization functionality.
