ESD Process Does Not Start, after applying daylight savings patch on the servers , getting - Returning HTTP Status 500 (Doc ID 2198466.1)

On : 8.1.1.1 [21211] version, Email Marketing Server

ESD Service is not starting. The following error is seen in the log:
