Symptoms

On : 15.9 [IP2015] version, Order Management

ACTUAL BEHAVIOR
---------------
non existing line item in target promotion coming as Update in case of Upgrade Order on Modify Order scenario

EXPECTED BEHAVIOR
-----------------------
 non existing line item in target promotion coming as Delete in case of Upgrade Order from Assets.Customer expecting same behavior on Upgrade Order on Modify order scenario as well

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create 4 component products and release all the products(Example ::- Child 1, Child 2, Child 3, Child 4)

2. Create Promotion 1 with Child 1, Child 2 and Child 3 products(Example::- Source Promotion) and set Component production Action code to Disconnect
3. Create Promotion 1 with Child 2 and Child 3,Child 4 products(Example::- Target Promotion) and also add upgrade matrix to allow to place upgrade order in between these 2 promotions and also set All promotion component products Action set as Delete
4. Create Account(Example :- Test Account)
5. Create Order with Source Promotion under Test Account and do auto asset by completing the order.After this step Source Promotion, Child 1, Child 2 and Child 3 present in active assets
6. Go to Active assets and place Upgrade Order from Source Promotion to Target Promotion
we will see following structure in line items
Source Promotion - Delete
Target Promotion - Add
Child 1 - Delete
Child 2 - Update
Child 3 - Update
Child 4 - Add
7. Scenario 2 :- Place Modify Order for Source Promotion from Active Assets
  In Modify Order Place Upgrade Promotion to Target Promotion
Source Promotion - Delete
Target Promotion - Add
Child 1 - Update
Child 2 - Update
Child 3 - Update
Child 4 - Add
