Queries related to Setting Up a Developer with a Local Database

Q1: As per this Bookshelf Guide section - [URL: ]
these sections are described in there:

1. 'Setting Up the Developer as a Remote User'
2. 'Installing and Setting Up the Local Database'

Is it ok to use the first method 'Setting Up the Developer as a Remote User' to set up developer environment? and continue development process as in previous Siebel versions?
Or it's mandatory to use the alternate method 'Installing and Setting Up the Local Database'?

Q2: The Remote approach (running GenNewDB and DbXtract on server) is very different from LocalDBSetup.exe.
Is there is significantly different data extracted and populated on that Local XE database in those cases?

Please clarify in detail - what is the difference between these two approaches and if there is any functionality difference in IP16 release?
