Update Count Button Didn't Send A Request To OBI For Segment Tree

When User clicks on Update Counts button in siebel:
If there is a "segment tree" associated to the campaign, there is no request been sent to OBI to get the latest count and Net Count doesnt show latest count.
If there is a "segment" associated to the campaign, clicking on update count button sends a request to OBI and Net counts get updated to latest value.
When User clicks on Update Counts button in siebel, it should send a request to OBI and get the latest count for the associated segment/segment tree and Net Count should get updated.
The issue can be reproduced at will with the following steps:
Go to Design tab - Allocation
Click "Add Segment Tree"
In popup go for "Choose a new segment tree"
Navigate to path where tree is located an add it.
Expand tree in allocation view and allocate 100 % for all segment nodes.
Set record on top node of tree and click Update count -> tree does not get
