Activity Is Getting Readonly For Non Owner Users (Doc ID 2207902.1)

Symptoms

Activity record is readonly for non owners. so, we are not able to update the owner value.
Other than Owner field, we have some other fields also which should allow anyone to update.

this was working in 8.1.1.10, but in Ip2016 it is not working.
