Activity Is Getting Readonly For Non Owner Users

Information in this document applies to any platform.
Activity record is readonly for non owners. so, we are not able to update the owner value.
Other than Owner field, we have some other fields also which should allow anyone to update.
this was working in 18.104.22.168, but in Ip2016 it is not working.
