Intermittent Blank Home Page Issue After Login

On : 16.6 [IP2016] version, System Admin

When attempting to log into Siebel Application IP2016 with patchset 6, the home page does not fully load but just show a blank white screen. At this time, there are no errors logged in siebsrvr log for the object manager. However, the following 404 (file not found) error occurs in the web server log:


 GET /callcenter_enu/scripts/siebel/notificationmgr.js _scb=[23057]_ENU 80 - <ip> Mozilla/5.0+(Windows+NT+10.0;+WOW64;+Trident/7.0;+Touch;+rv:11.0)+like+Gecko http://<hostname>/callcenter_enu/start.swe?SWECmd=Login&SWEPL=1&SRN=&SWETS=1478874847344 404 0 2 140

The issue can be reproduced at will with the following steps:
1. Clear the browser cache
2. Restart the IE browser
3. Launch the siebel login page
4. Enter the siebel user credentials and press enter

The issue has the following business impact:
Due to this issue, users cannot log into siebel application with empty cache in Browser
