Views In Screen Appear At First, But Then Disappear? Also the Screen Name sometimes is Incorrect and the Last Screen in the Application Screen Name is Displayed instead of the Current Screen Name?

Custom application is having unexpected behavior for the custom screen's viewbar.
The screen does not consistently show all of the available views for that screen.
If the user navigates from the default view for the screen to another view in the same screen,
the next time the user views the view bar, the "default" view is missing?
1. The viewbar for a screen does not show all the views in the screen consistently.
2. Also for the screens with this incorrect behavior, the incorrect screen name is displayed. The Siebel client will show the "last" screen name in the application instead of the current screen name.
The views that are visible in an application's screen should consistently be displayed as the user changes views within the screen.
The correct screen name for the current screen should always be displayed.
The issue can be reproduced at will with the following steps with custom application.
Use customer's screen that consistently "loses" a view in the screen.
Navigate to Screen A.
User is in Screen A's default view.
Use the view tab to pick another view in Screen A.
Next try to use the view tab to navigate back to the default view, but that view is no longer displayed in the list of view tabs? Note that the Screen Name displayed is incorrect. The application's last screen's name is displayed?
Leave the current Screen and navigate to another Screen with a different business object. Navigate back to Screen A, the same incorrect behavior happens again.
These navigation issues are confusing for the users.
