Is it Possible to Display in CKEditor Toolbar More Icons in Call Center?

Using Siebel Open UI IP2015, the Communication Screen (Email Response Screen) only displays the restricted sets of the toolbar icons.
Users unsuccessfully tried to expand the toolbar icons, based on the documentation of ckeditor: ( http://docs.ckeditor.com/#!/api/CKEDITOR.config-cfg-toolbar )
How can this be expanded? For example, can the "Source" icon be set to active to display it?
