Template Picklist Is Empty On "Send Communication Applet"

After the upgrade from Siebel 8.1 to Innovation Pack 2016 Patch 5, when we open with F9 the "Send Communication Applet" on an account, the picklist on the field "Body Template Name" shows no records. The issue is reproducible with both custom and vanilla srf.
The issue can be reproduced at will with the following steps:
1. Select a Account.
2. Press F9
3. In the Send Communication applet, click on body but it doesn't show any value in drop down.
