Unable to Change Primary Activity Owner from Employee Picklist in Activities List (Doc ID 2212623.1)

On : 16.5 [IP2016] version, Client Functionality

ACTUAL BEHAVIOR
---------------
Unable to change the Owner of Activities that is not owned by logged in user.

EXPECTED BEHAVIOR
-----------------------
Should be able to change the Owner of Activities that is not owned by logged in user.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Application 16.7
2. Navigate to Activities
3. Query for activity that is not Owned by logged in user.
4. Open the Employee MVG applet and add a new Employee from Association applet and make him primary by checking the primary flag.
5. Note that the Owner Field on activities has been changed.
6. Now reopen the Employees MVG applet and try changing the Primary Flag. The Primary Flag is Read-Only.
