SBL-ADM-02071 and SBL-SEC-10019 errors when starting Siebel server after enabling Component Groups from Server Manager

On : 16.0 [IP2016] version, System Admin

After enabling component groups from Server manager, the gateway and Siebel server startup does not connect to server manager.

Server manager should be accessible but it is not connecting.

The issue can be reproduced ONLY in customer environment at will with the following steps:
1. Install brand new Siebel IP2016 version.
2. After install/configuration, make sure to enable component groups and refresh enterprise.
3. Try to startup Siebel servers and check to see if server manager is accessible.

The issue has the following business impact:
Due to this issue, users cannot connect to server manager and this was causing a setback.
