Links Within Base Mode List Applet Cannot Be Activated Using Keyboard (Doc ID 2214031.1)

Under "Siebel CX Portal" project, for "eService Transaction Links(Nav Links)"Applet Web template and for "Home Page View (SelfService)" View web template item modes are in Base. As Enter button's (CTRL+SHIFT+SPACE) accessibility functionality works for only "Edit List" web template mode.

So, the following steps are not working.
1) Hit ENTER to enter into EDIT mode
