CommInboundRcvr not creating Service Requests, but still able to pull the messages from the POP3 server, after upgrade to Win 2012 servers, error: ...Unable to open compressed file

Why CommInboundRcvr not creating Service Requests, but still able to pull the messages from the pop3 servers.
These CommInboundRcvr are running on newly installed Siebel s/w on WIN 2012 os
We verified few things on the server successfully able to create .evt files in siebsrvr\bin\queued and .txt and files in siebsrvr\bin\incoming folders but it fails to create an SR.

Symptoms

On : 8.1.1.11.16 [IP2013] version, Comms Server & Email Response

ACTUAL BEHAVIOR

CommInboundRcvr not creating Service Request but able to pull the messages from the pop3 servers

EXPECTED BEHAVIOR

CommInboundRcvr should be creating Service Request depending on config


Errrors:
