CRM Desktop: Deleted Activities Won't Go To Synchronization Exceptions List (Doc ID 2217010.1)

Siebel CRM Desktop - Version [IP2014] and later

Customer have the following Business Requirement to achieve:

1) User planned the meeting with customer
2) Customer rejects the meeting
3) User updates Action with information that meeting is rejected and want to delete this action from his Outlook, because it's not important anymore.
But information about planned and rejected meeting should remain in Siebel for future Account review.

To achieve this, customer have modified connector_configuration.xml and add forbid_delete="true" attribute to Action synchronizer.

This works and CRMD do not delete records in Siebel.

But with the next synchronization deleted action records appears in activities list.
