Case Insensitive Query on Promotion Name not Working on ISS Promotion Upgrade Popup Applet

Symptoms
ACTUAL BEHAVIOR:
Case Insensitive Query on Promotion Name is not working on ISS Promotion Upgrade Popup Applet
After setting the Default Sensitivity to DB Case & Accent for S_PROD_INT > NAME column, when querying for a promotion in the Product Pick Applet on Sales Order Line Item screen, the query returns case insensitive results.
The query is not case insensitive in the ISS Promotion Upgrade Popup Applet used in Upgrade Promotion orders.
STEPS:
1. Set the Default Sensitivity to DB Case & Accent for S_PROD_INT-->NAME column.
2. On querying for a promotion in the Product Pick Applet on Sales Order Line Item screen, the query returns case insensitive results.
3. The query is not case insensitive in ISS Promotion Upgrade Popup Applet used in Upgrade Promotion orders.
The issue is reproducible in Siebel Sample with standard SRF.
