Issue Selecting Workflow Process From The WF Policy Action Argument Picklist

I have two versions of the same workflow process in status Complete in Siebel Tools > Workflow Process. I kept both of them to be able to revert to the old version in case we need it.
I have a Workflow Policy that invokes this workflow process.
While migrating the code from Dev to UAT, I tried to configure the same Workflow Policy. While defining a Workflow Policy Action using Workflow Policy Program “Run Workflow Process”, when selecting from the picklist or copy and paste the workflow process name in the WF Policy Action Argument Value field, it disappears and you're unable to select it.
If I expire the workflow process from Siebel Tools, by changed the status to "Not In Use" for one of the workflow processes in Siebel Tools > Workflow Process, the problem disappeared.
