Error "Siebel Enterprise Application Has Stopped Working" while Running DDL Sync

On : 15.9 [IP2015] version, System Admin

When attempting to Run DDL Sync[ddlimp],
the following error occurs.

Siebel Enterprise Application has stopped working


The issue can be reproduced at will with the following steps:
1. Run DDL sync through DB config Wizard.


2. Run ddlimp through command line.

The issue has the following business impact:
Due to this issue, users cannot run DDL Sync
