When Trying to Edit Attachments With IE11, Edit Button is Disabled with Not Able to Connect to Desktop Integration Siebel Agent Error

Some users report that Desktop Integration Siebel Agent (DISA) is not working properly on Internet Explorer 11 (IE 11). Other browsers work, as expected.
Engineers recommended the workaround below; however, IE 11 still does not work properly: nothing happens when clicking on the Attachment name in any Attachment applet.
Siebel is not able to connect to Desktop Integration Siebel Agent (DISA).
- On Internet Explorer 11: Tools > Internet Options > Security tab: Local Intranet Sites > Click Sites button and uncheck the option: "Automatically detect intranet network" and "Include all local (intranet) sites not listed in other zones" .
