Tools Crashes During IRM (Doc ID 2221528.1)

Symptoms

On : 16.7 [IP2016] version, Upgrading from 8.1.1.11 (IP13)

When attempting to run IRM
the following error occurs.

The tools crash:

"Siebel Tools has stopped working
Windows can check online for a solution to the problem
-> Check online for a solution and close the program
-> Close the program"

1. install 16.7
2. run upgrep , during IRM execution it crashes
