Not Able To Download Any Attachments When Using Open UI On IE11 Or MS Edge.

Not able to download any attachments when using Open UI on IE11 or MS Edge.
The machine has Windows 10 with IE11 browser.
This issue only happens in Open UI on IE11 and MS Edge. It works fine in HI. It also works fine in Open UI for Firefox and chrome.
Session Warning Message
You have initiated a Siebel session while another Siebel session is currently active. Please choose the option that applies to you.
The issue can be reproduced at will with the following steps:
1. On Windows 10 with IE11 browser, log into Call Center Open UI as SADMIN, and this is the only Siebel session open.
2. Go to Administration - Document > Literature
3. Click on Menu -> New to create a new record. Enter Name and click on the button within 'File Name', choose a .txt file on local C: drive.
the record is saved successfully.
4. Click on the filename link, get the Session Warning Message.
