While switching to new instance with OracleXEConfig.bat , the following error is reported
Existing Instance is not running. Starting the Instance
Oracle XE Instance Started but Db is not open. Opening the Database Instance
Existing Instance is not working properly. Please check your Oracle Database XE Instance
