Some Fields may be edited in the  Form Applet when no records display in the List Applet

In IP2016, when accessing a form applet when there are no records created for the Object, some types of fields are Read-only on the Applet and other fields are editable.
The fields that look editable are date Fields and Multi Value Fields.

One can enter data, but the value cannot be saved.

The desired behavior is that when accessing a form applet, all fields should be grayed out until you decide to create a new record.
