Siebel Handheld - on version: 15.12 [IP2015]

On a Production environment, after upgrading to Siebel 15.x, it was noticed that Handheld (HH) application does not start if battery is lower than 10%. In previous version of Siebel used ( - that was starting on 0% charged battery.

Message shown in UI:
"Low battery. Processing cannot be continued with low battery."

This functionality causes problems for cases when the battery has a technical issue - either with status wrongly reported, or the battery is really flat, but the user can operate the PDA connected to a charger.
If this functionality cannot be switched-off, then user has no other choice of using the application until the battery is replaced or charged, while user would simply be able to work by connecting the PDA to a charger.

The HH application should start even if battery is less than 10% but PDA device is charging.

The issue can be reproduced with the following steps:
1. Have a PDA device with battery less than 10% charged;
2. Try to start Siebel HH application.

The issue has the following business impact:
Due to this issue, all Handheld end-users would not be able to start HH app when battery goes under that 10% value.
