Page Transition does not Work when CTI is Open and URL is Pasted (Doc ID 2227156.1)

Symptoms

ACTUAL BEHAVIOR

If the user configures a page transition (e.g. 'Fade In', 'Flip' etc.), logs back to Siebel, opens the Communications panel, refreshes the page or
copies the current URL of the application (from the browser), navigates to another view then pastes the previously copied URL in the browser (or just
paste it again without navigating to another view), the view content is displayed as blank (the Communications panel is displayed properly).
If the CTI Communications panel is closed or transition is set to 'None', the problem does not occur.
The issue is reproducible with both Dedicated and Web clients.

EXPECTED BEHAVIOR

If the user configures a page transition (e.g. 'Fade In', 'Flip' etc.), logs back to Siebel, opens the Communications panel, refreshes the page or
copies the current URL of the application (from the browser), navigates to another view then pastes the previously copied URL in the browser (or just
paste it again without navigating to another view), the view content should be displayed normally.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Configure page transition to 'Fade In';
To do this:
a. Go to Tools > User Preferences > Behavior > set 'Transition' to 'Fade In' (or any other effect except 'None');
b. Save the change;
c. Logout;
2. Log in to Siebel;
3. Open CTI Communications panel;
4. Copy the current URL of the browser window; (or just refresh the page and notice the behavior described at step 7.)
5. Navigate to a random view;
6. Paste the previously copied URL and hit Enter (or just paste again the URL without navigating to another view);
7. Notice that the page starts to load but the overlaying page becomes blank (the Communications panel is displayed properly).

If the CTI Communications panel is closed or transition is set to "None" the problem does not occur.
