Siebel Production Application Object Manager Not Accepting More Than One Task At A Time (Doc ID 2227327.1)

On : 15.15 [IP2015] version, System Admin

When attempting to run Siebel Object Manager it is not able to run login in more than one user,
the following error occurs.

ObjMgrCTLog Error 1 000000915877241b:0 2017-01-12 16:21:18 (ctxtmgr.cpp (4690)) SBL-SVC-00208: Please login first.
ObjMgrSessionLog ObjMgrLogin 3 000000915877241b:0 2017-01-12 16:21:18 [Logout] TriggerCTEvents - Timeout Event Failed with error = 10879184
ObjMgrBusServiceLog Create 4 000000915877241b:0 2017-01-12 16:21:18 /u01/siebelapp/siebsrvr/lib/!_ZN15CCFDebugInfoImp12GetCallStackEPvii() +0x37

The issue can be reproduced at will with the following steps:
1. Login to Siebel Object Manager
2. Login again to the same Siebel Object Mnager
3. Will experience Server Busy error

The issue has the following business impact:
Due to this issue, users cannot end users are unable to login to the application.
