Siebel Production Application Object Manager Not Accepting More Than One End User Login (Doc ID 2227327.1)

Customer experienced an issue where multiple Siebel end users attempting to login to the Siebel application and only the first end user was able to login.
All other end users received Server Busy error messages on their browser screen.

the following errors occurred in the Siebel Web Server Extension (SWSE) log.
1. Login to the Siebel application.
2. Login again as a different user on a different machine to the same Siebel application while the first end user is still logged in.
3. Observe the Server Busy error message.
