ACTUAL BEHAVIOR

Login Page and home page is taking long time to access or they will receive a Server Busy message in the browser.
EXPECTED BEHAVIOR

The Siebel login page should not take long time to render.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. From the end user browser go to the Siebel application URL
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, application performance is not acceptable.
Changes
The customer implemented Cisco ACE hardware load balancing in front of the Siebel Web Servers as well as in between the Siebel webserver and the Siebel Applicaiton Server.
