Edit Layout not Visible in One Application and not Working in Another

After upgrading from Siebel to Siebel IP2016, the Edit layout is not working, as expected.  In version, High Interactivity worked fine.

Now, eAutomotive is not visible.

eDealer is visible, but it is not working, as expected.  Users  are not able to change anything, for your information we have not made any changes (be it CSS level or repository level) for home page
