Edit Layout not Visible in One Application and not Working in Another

Information in this document applies to any platform.
After upgrading from Siebel 184.108.40.206 to Siebel IP2016, the Edit layout is not working, as expected. In version 220.127.116.11, High Interactivity worked fine.
Now, eAutomotive is not visible.
eDealer is visible, but it is not working, as expected. Users are not able to change anything, for your information we have not made any changes (be it CSS level or repository level) for home page
