Send Email Function - Email Read Only (Doc ID 2231494.1)

Symptoms

On : 15.10 [IP2015] version, Comms Server & Email Response

ACTUAL BEHAVIOR
---------------
Can not send email from a readonly view

EXPECTED BEHAVIOR
-----------------------
Users should be able to send email using F9 from a read-only view.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a new responsibility and associate a view (Account List View) to
the responsibility
2. Set "Read Only" flag for the view
3. Associate this responsibility to a user
4. Login to application and navigate to Account List view.
5. Notice that the view is read-only
6. Invoke F9 and select a template
7. Notice that entire F9 popup becomes read-only and doesn't allow user to
update any fields (To,cc,bcc,body,etc)
