ORA-01861 During Marking Conflict Resolution Completed From The Wizard. (Doc ID 2233536.1)

Symptoms

On : 16.8 [IP2016] version, Upgrade

When attempting to check the conflict resolution checkbox
the following error occurs.

 "Error:: Unable to Save the information . Try again later"

From the siebdev.log the following is seen:

STEPS

-----------------------
The issue can be reproduced at will by customer with the following steps:
1. run the command
siebdev.exe /u SADMIN /p ****** /d "ServerDataSrc" /c D:\Siebel\16.0.0.0.0\Tools\BIN\enu\tools.cfg /l ENU /IRM UpgDeltaMerge /iPackmode
2. check the checkbox
"Conflict Resolution completed"
3. error appears
