ORA-01861 During Marking Conflict Resolution Completed From The Wizard.

Information in this document applies to any platform.
During upgrade to IP2016, when attempting to check the conflict resolution checkbox
the following error occurs.
The issue can be reproduced at will by customer with the following steps:
1. run the command
siebdev.exe /u SADMIN /p ****** /d "ServerDataSrc" /c D:\Siebel\126.96.36.199.0\Tools\BIN\enu\tools.cfg /l ENU /IRM UpgDeltaMerge /iPackmode
2. check the checkbox
"Conflict Resolution completed"
3. error appears
