No Error Reported For First Launch Attempt On Unloaded Campaigns During Wave 1

For a new Campaign, the application is allowing users to perform a Launch without performing a Load first. Furthermore, the Campaign Launch completes successfully without any errors, so users may thing the Campaign completed successfully when it did not. When you try to perform a Launch a second time, the application does not allow you to as the pop-up applet buttons are greyed out.

The application should not allow you to perform a Campaign Launch without performing a Load first.

1. Create a new Campaign
2. After initial set-up, perform a Campaign Launch

We see it launches and completes without errors. If we try to launch again, it does not allow us to.

This can cause confusion to the users.
