Part Locator -- Allocate Button Is Not Working In Siebel Field Service (Sales Orders)

Under Part Locator, the allocation is not occurring using the 'Allocate' button

Allocation should occur when the 'allocate' button is pressed

The issue can be reproduced at will with the following steps:
1) Creates a Sales Orders > work order
2) Add line item which is in the inventory
3)Locate works in that the product is allocated
4) Available / Substitute - product is added to the line allocation
5) Allocation to the line allocation fails. the record is shown but this does not commit
6) The LOV error is in the logs, this is not shown in the UI.
When the customer queries in the Line Allocation applet, the 'Action Type' is a required field (SBL-DAT-00498).
Fulfillment is working, allocation is not.

The issue has the following business impact:
Due to this issue, users cannot allocate the product to the allocation view for Sales Orders
