Siebel Login fails with both DB/LDAP authentication with SBL-DAT-00227/SBL-DAT-00468 error post upgrade from 220.127.116.11 to IP2016

On : 16.3 [IP2016] version, Upgrade
When attempting to access Siebel Application Object Manager with DB or LDAP authentication post upgrade to IP2016, the following error occurs.
The server you are trying to access is either busy or experiencing difficulties.
OM/SWSE logs shows below errors for the time of failure:
ProcessPluginRequest ProcessPluginRequestError 1 0000000958a71174:0 2017-02-17 15:14:26 4060: [SWSE] Set Error Response (Session: Error: 07667939 Message: No se puede crear el servicio de negocio 'Web Engine Interface'(SBL-DAT-00227))
ProcessPluginRequest ProcessPluginRequestError 1 0000000958a71174:0 2017-02-17 15:14:26 4060: [SWSE] No existen registros para la consulta actual.(SBL-DAT-00468)
The issue can be reproduced ONLY in customer environment at will with the following steps:
1. Perform upgrade from 18.104.22.168 to IP2016
2. Make sure that the upgrade was done without errors.
3. Check to see if the application is up and running with DB and LDAP authentication.
The issue has the following business impact:
Due to this issue, users cannot access application and this was causing a setback.
